For a Scooby-Doo birthday reunion, the kids join Mommy and Daddy-Doo and the Doo puppies -- Scoobert, Rooby, Howdy and Skilly -- at the Knittingham Puppy Farm. There, Scooby is presented with a family heirloom, a jeweled dog collar. But the gift comes with the family curse, pursuit by the Dogcatcher Ghost, who seeks the collar for himself!
While dressed as his comic book idol, superhero Commander Cool, Shaggy receives a blow on the head and believes he actually is the fictional character. With Scooby as his sidekick, Mellow Mutt, Shaggy and the kids investigate an alien who's been sabotaging the Colossal Toy Company, where Commander Cool action figures are made.
When the ghost of a singer who disappeared over 30 years ago haunts Daphne's favorite rock star, Buddy Chilner, the Scooby-Doo Detective Agency gets involved. The spirit resents anyone singing his songs, especially Buddy. Buddy's career will be ruined unless the kids unmask the phantom.
Freddy's dream of writing for his favorite newspaper, the National Exaggerator, may come true when his Uncle Eddie buys the tabloid. But Freddy's dream quickly transforms into a nightmare for the Scooby-Doo gang when someone masquerading as the fearsome Chickenstein Monster threatens to destroy the newspaper.
Mr. O'Greasy, the sleazy proprietor of fast food emporium O'Greasy's Bucket O' Restaurant, enlists the aid of the Scooby-Doo gang to catch the Living Burger, who attempts to put the restaurant out of business. Since O'Greasy sponsors the kids' favorite TV horror program, Scooby and the gang agree to help. But the difficult mission grows worse when a fighting Scooby and Shaggy refuse to speak to each other.
Dejected because no one will play with him one rainy day, Scooby runs away from home. A sad Shaggy convinces the kids to search for his missing friend, but someone evidently wants Scooby for his own purposes. With Scooby lost in a rough part of town, the gang races against time and a rival to rescue the errant canine.
By eating 462 boxes of cereal, Scooby and Shaggy win a contest to be the first to ride a new roller coaster at Jipner's Joyland amusement park. But the gang feels cheated when they arrive and discover the park closed and abandoned. They soon learn the reason for the closure, a terrifying ghost clown, Zombo, haunts the park!
